Jeff Cooper's Conditions of handgun readiness for the 1911 pistol
...
Condition 3 - No round chambered, magazine loaded, hammer lowered, safety off
...
Condition 3 is usually called "Israeli Carry" because the IDF supposedly carries this pistols in 3, as does most of our own military. The only advantage of 3 over the other Conditions is safety. The pistol is half-loaded, but can be quickly loaded by racking the slide. Which usually requires 2 hands, and is nowhere near as fast as thumbing a safety down. Supposedly, the Israelis carried this way because of no common pistol, thus the pistol training was geared to the lowest common denominator. Every pistol can be carried Condition 3, and quickly changed to Condition 0 by racking the slide. The problem develops when you need the use the pistol, but you only have one hand available. Or if the pistol has a safety that can be applied while the hammer is down.
